The just released 2009 US State Department Human Rights report here paints
a gloomy picture of an extremely weak state institution, as corruptions
and other abuses reign supreme at all levels.

The report, which points to widespread corruption and impunity, speaks of
arbitrary arrests, poor detention centers, human trafficking and child
labor amongst others.
